For Victoria to be in compliance with the National Performance Standards, wastewater must be treated in a secondary treatment facility or better. Specifically, the minimum percent reduction required for Victoria’s effluent is 86% for Carbonaceous Biochemical Oxygen Demand (CBOD) and 88% for Total Suspended Solids (TSS).

Primary wastewater treatment can reduce CBOD by approximately 35% and TSS by approximately 60%. Secondary wastewater treatment can reduce CBOD by more than 85% and TSS by more than 85% as well as removing some of the chemicals in solution. Tertiary wastewater treatment can reduce CBOD by more than 99% and TSS by more than 99% as well as removing a greater portion of the chemicals in solution.
